Where does candidate scheduling context disappear between shifts?
Research on continuity, minimum necessary data, and owner boundaries in Philippines-based recruitment coordination.

Research question: Where does decision-relevant context disappear when candidate scheduling passes between Philippines-based coordinators and internal hiring owners? The study concerns scheduling continuity, not candidate merit. It asks whether a receiving coordinator can recover the active stage, agreed time basis, last source event, open exception, and next owner. Hiring decisions and judgments about candidates remain outside the coordination role.
Methodology: Follow a cohort through invitation, response, reschedule, interviewer change, accommodation routing, completion, or closure. Define handoff fields before reading outcomes. Compare each transfer record with what the receiver could see and what happened next. Include stopped cases and work outside the normal calendar path.
Evidence scope: Review candidate and requisition identifiers, permitted channel, interview stage, original time-zone expression, availability window, panel, status, last message, open question, owner, and timestamps. Route accommodation details under the approved privacy process and exclude them from general notes when not needed to schedule.
Case design: Include differing time zones, a panelist replacement, a late response near shift end, duplicate invitations, an inaccessible meeting link, an accommodation route, and a requisition status change. Some correct outcomes are pauses. A scheduling status must never substitute for a hiring decision.
Time and sequence: Track invitation, response, record update, handoff, owner answer, and calendar confirmation. Preserve the original timezone and a shared reference. This distinguishes a true delay from an overnight gap outside agreed coverage and reveals which shift owns the next check.
Facts and analysis: Availability, timezone, calendar event, message, role assignment, and next action are facts. A claim that context loss caused confusion is analysis. An unanswered invitation has many possible causes and should not become evidence of candidate interest without an owner-approved rule.
Measures: Measure required-field presence, receiver reconstruction, duplicate invitations, timezone corrections, unresolved owner questions, rework, and time from a material change to acknowledgment. Counts by case type matter because a short median booking time can coexist with repeatedly disrupted interviews.
Role boundary: Coordinators may send approved scheduling messages, maintain calendars, record availability, repair routine link issues, and escalate. Hiring owners retain selection, stage changes, interviewer requirements, accommodations, policy interpretation, and judgments about candidacy.
Operating context: Inspect the applicant system, calendar, email, and messaging surfaces separately. A calendar event can survive a closed requisition; an email can propose an unaccepted time. Name the governing source for stage and for event time. Avoid flattening those states into a misleading label such as scheduled.
The Philippines context belongs in shift overlap, holidays, source access, language needs, and handoff design. It does not establish diligence, accuracy, integrity, or fit. Evaluate the observed queue, written rules, named permissions, and owner response path. Country-level claims cannot replace evidence about the measured process or an individual worker.
Keep denominators and excluded cases visible. Preserve corrections, duplicates, unresolved items, and valid stops under stated rules. A dashboard can improve while risk worsens if difficult records disappear from the sample. Report small consequential categories separately and avoid converting a bounded observation into a universal benchmark or provider claim.
Access should be named, minimal, and removable. Research records should contain only the information needed to reproduce the finding. The internal owner remains responsible for policy, legal, financial, privacy, security, employment, and customer-remedy decisions. Research on a queue is not permission to widen an outsourced role.
Validation: Give the durable handoff, without private chats, to a blinded authorized coordinator. Ask for current state, next allowed action, open decision, and owner. Repair field definitions or source rules when reviewers disagree, then repeat on an unseen transition case.
Limitations: Side-channel messages may be absent, calendars can rewrite timestamps, withdrawn cases may be incomplete, and one hiring period may not represent another. Scheduling alone cannot explain candidate experience, and the study does not compare locations or individual capability.
Interpretation and management use: Interpret missing context according to the surface where it disappeared. If availability remains in email but not the applicant system, repair the capture rule. If the stage is wrong in the applicant system, the hiring owner must correct the governing record. If a calendar change lacks a message, add confirmation evidence rather than expecting the next coordinator to infer intent. Review repeat reschedules separately because each transfer creates another opportunity for timezone and ownership loss. A manager can simplify required fields, improve calendar templates, name backup coverage, or restrict sensitive notes. The research should not score a coordinator on response events controlled by candidates or interviewers. It should score the accuracy and completeness of the actions inside the role. Repeat the study after a new scheduling tool, recruiting process, regional coverage model, or accommodation route. Preserve withdrawn and cancelled cases with their final known state so they do not disappear from denominators. The decision supported by this evidence is whether scheduling continuity survives a real handoff while privacy and hiring judgment remain with authorized owners. It is not a ranking of candidates, coordinators, staffing providers, or countries.
Before acting on a result, review the sampling frame, missing records, reviewer disagreements, and any changes made during observation. State which findings are direct measurements and which are management analysis. Keep the original evidence available to authorized reviewers under the applicable retention rule. A future review should be able to reproduce the denominator, locate the governing source, and explain why the conclusion stayed within the role and period studied.
Evidence-led conclusion: Context disappears when the record omits stage, time basis, last source event, exception, or owner. Expansion is supported when another coordinator can reconstruct those elements, act within the written boundary, and route sensitive or selection decisions without copying unnecessary information.
