Does a quality sample represent the eligible queue?

Research question: How closely does reviewed work reflect the eligible completed-work population?
Scope and method: Retain the population, frame, selection rule, exclusions, and selected cases for eight cycles. Fix comparison dimensions before reviewing outcomes.
Unit of analysis: one eligible completed case, selected or not. Stable identifiers prevent replies, edits, and transfers from inflating the denominator.
Classification: random selection, risk-targeted selection, eligible not selected, unavailable, excluded, or missing from frame. Code observable states separately from causal or personal judgments.
Measures: selection probability, class and risk coverage, unavailable rate, reviewer concentration, and findings inside and outside the planned sample. Publish counts, denominators, distributions, and missing observations.
