Where does offer approval time actually accumulate?

An event-history study separating recruiting coordination, owner decisions, compensation review, and candidate response.

Offer speed is often summarized as days from interview to acceptance, but that interval combines decisions, coordination and candidate behavior. This research asks whether a Philippines recruitment coordinator can expose where an offer waits without acquiring authority over selection, compensation, exceptions or employment terms. The unit of interest is an authorized requisition progressing toward one candidate disposition. The study does not promise faster hiring, compare recruiters or infer candidate quality. It separates clocks so a buyer can decide whether additional coordination capacity would remove administrative waiting or merely make an unresolved owner decision more visible. That distinction is essential before outsourcing reminders, document assembly or scheduling.

Register every candidate who reaches the buyer's defined offer-eligible state during twelve consecutive weeks. Freeze that state before extraction: for example, written selection submitted by the hiring manager with required interview records complete. Include candidates who withdraw, are rejected after selection, receive no offer, have an offer expire or move to another requisition. Retain test profiles and inaccessible records in the screening log. One person considered for two genuinely separate requisitions contributes two linked units; duplicate profiles within one requisition do not. Record the business timezone and working-calendar convention. Starting with sent offers would erase the stalled cases that the research is meant to find.

Build an event history rather than a single duration. Capture requisition approval, final interview evidence, selection submission, compensation input request and receipt, range or exception decision, draft preparation, legal or policy review where required, hiring-manager approval, send authorization, candidate delivery, questions, revision, acceptance, decline, expiration and withdrawal. Preserve source timestamps and actors. Distinguish system creation time from the moment an owner actually submitted a decision. When an event is inferred from a later note, label it as inference. A coordinator can chase missing evidence and maintain chronology; owners remain responsible for the meaning and sufficiency of their approvals.

Partition elapsed time into preparation, owner decision, compensation review, policy review, candidate response and technical delivery. Paused intervals need prospective reasons such as candidate-requested delay, requisition hold or approved holiday closure. Never create pause reasons after results appear solely to improve a service measure. Show calendar and business time when both matter. If a candidate asks a question that requires a revised term, end the first response clock and begin a clearly linked revision cycle. This avoids attributing a deliberate negotiation interval to document preparation while still preserving the total experience. Reopened approvals retain the earlier outcome rather than overwriting it.

A worked case shows the value of separate clocks. A manager selects a candidate Monday morning. Compensation receives complete inputs Tuesday afternoon, approves the standard range Wednesday, and the coordinator prepares a draft within two hours. The manager requests a different title Thursday but does not supply the required rationale until Monday. The candidate receives the offer that afternoon and accepts Wednesday. Calling this nine days of recruiting delay obscures the actual constraint. The packet displays each state, missing input and authority owner. It does not conclude that the manager was slow, that the exception was justified or that the candidate would have accepted sooner.

Analyze completeness of approval inputs, first-pass draft accuracy, time in each state, return loops, exception frequency, owner response, delivery failures, candidate questions, withdrawals and expirations. Publish medians with tail values and raw counts because a few complex offers can dominate averages. Stratify only where the groups remain useful and privacy-safe: standard versus exception, internal versus external, or job family when approved. Do not rank individual managers or candidates. Changes in labor demand, seniority mix, policy, interview design and compensation governance can shift latency. The study describes one registered operating window and does not establish causal effects.

Candidate privacy narrows the working dataset. Use a stable pseudonym and retain contact details, protected information, interview notes and identity documents only in approved recruiting systems. The analysis needs state changes and bounded attributes, not a copied personnel file. Apply role-based access, export controls, retention and deletion. If a coordinator operates from the Philippines, document the authorized access arrangement and incident route; geography does not remove the buyer's obligations. Philippine privacy law and NIST control guidance support purposeful access and logging, while OMB internal-control guidance supports documented authorization. None dictates whom to hire or what terms to offer.

Delegable tasks include checking whether required fields exist, scheduling approvals, preparing a draft from an approved template, recording version history, delivering an authorized document and routing questions. Boundaries include candidate selection, compensation judgment, promise-making, eligibility decisions, employment-law interpretation, negotiation authority, adverse-action communication and exceptions. The coordinator must never infer approval from silence or reuse a term from a similar candidate. A draft watermark and status label should distinguish preparation from authorization. Sending requires a named approver and immutable version. If a late change arrives, the earlier approval cannot silently attach to the new version.

Pilot with a retrospective reconstruction, then a small prospective requisition group whose owners commit to response paths. Test a standard offer, an exception, a candidate question and an expiration. Measure whether another authorized reviewer can reproduce each state from source records. Rehearse rollback to the internal coordinator and an incident involving a misaddressed draft. Stop if templates conflict, owners cannot respond, the system cannot separate draft from sent status or sensitive content must be copied into unmanaged tools. Success is trustworthy state evidence and fewer preventable handoff loops, not an arbitrary promise that every offer will leave within a fixed number of hours.

There are important limits. ATS timestamps may reflect integrations rather than human decisions; verbal approvals may be missing; candidate communications can occur outside the system; and requisitions may change scope during the window. A declined offer does not show that latency caused the decision. Likewise, a fast acceptance does not prove the process was fair or the terms appropriate. Small samples can make job-family comparisons identifying. Record missingness, policy changes and unresolved event conflicts. Treat any model associating delay with acceptance as exploratory unless it was designed in advance and controls for plausible differences without overstating what observational records can show.

The decision brief for each delayed case names the current state, time entered, complete inputs, missing inputs, prior versions, accountable owner, next permitted action and escalation time. It contains no recommendation about hiring or pay. Aggregate reporting separates administrative work available to a coordinator from queues awaiting judgment. If most time follows complete draft preparation, more coordinators are unlikely to solve the constraint. If drafts repeatedly return for missing fields, intake repair may precede staffing. This is the research outcome the buyer needs: a defensible choice among process clarification, owner capacity and bounded coordination support.

Follow-up should compare the same state definitions after the pilot and preserve the earlier baseline. Review every changed template or approval route as a new version. Sample apparently smooth cases for undocumented side-channel decisions, not only visible exceptions. Ask hiring and compensation owners whether the evidence helped them decide without creating pressure to approve. Candidate-facing communications should remain respectful and accurate even when an internal clock is missed. A healthy monitoring routine makes uncertainty and waiting visible without turning people into throughput units or rewarding premature offers. Expansion is justified only when authority, privacy and version control remain intact across the additional requisitions.
