Trace owner unavailability, backup routing, acknowledgment, and returned decisions.

Research question: When the primary owner is observably unavailable, what proportion of eligible holds reach the documented backup and receive an attributable response?
Scope: six consecutive weeks in two named queues with a versioned owner matrix, including every hold created during a registered unavailability window.
Methodology: Link the hold, matrix version, availability event, route attempt, delivery result, acknowledgment, response, and return event. Freeze time rules and distinguish automated routing from manual forwarding.
Unit of analysis: one eligible hold requiring one bounded decision during primary-owner unavailability. Stable identifiers keep replies, edits, and repeated checks from inflating the denominator.
Classification: backup responded in record, backup responded off record, misrouted, no backup listed, delivery failed, withdrawn, expired, primary returned first, or unresolved.
Measures: counts and denominators, successful-route and attributable-response proportions, response-time distributions, aged holds, and off-record returns. Report raw counts beside proportions and describe missingness.
Validation: An independent reviewer checks every rare failure class and a random sample of successful routes against message and workflow histories.
Operating boundary: A Philippines-based specialist may collect permitted records and apply the frozen codebook. Named internal owners retain privacy, security, legal, financial, employment, policy, and customer-remedy decisions.
Data handling: Use named accounts, minimum necessary fields, documented retention, and de-identified reporting where practical. Register exclusions before reviewing outcomes.
Inference boundaries: The study can locate documented route failures. It cannot show that backup coverage caused faster resolution or rank owners.
Limitations: Presence indicators may be inaccurate, off-record decisions can be invisible, small failure classes create imprecise estimates, and the queues may differ.
